Members of the League!
As all of us know, since the middle of July, a terrible civil war has engulfed the peaceful Spanish Republic. As a antion that has faced similar challenged in the past, our country greatly relates and symphathizes with the Spanish cause. Following the great October Revolution of 1917, the Soviet State was forced to fight through 4 years of bloody, internal conflicts, where reactionary, monarchist and counter-revolutionary forces gave in all their efforts to destroy the workers state. Naturally, given the strenght of the Soviet proletariat and the guiding of great leaders such as Comrade Lenin and Comrade Stalin, the people's enemies were defeated and the Union of Soviet Socialist Republics was established in Russia.
We all know the story of the revolution, and that of the civil war that followed it, yet most people tend to forget perhaps the greatest victim of this conflict: The common man. It is an unfortunate yet unavoidable fact that during times of war, especially internal, civil ones, the people, such as the factory worker, the peasant, the labourer and the craftsman tend to suffer the most. Their homes are destroyed, their clothes are ragged, their stomachs starved, all as consequence of the brutality of war.
Regardless of political allignments, the Soviet Union, seeing the current situation developing in the Spanish Republic as a situation very similar to the one that it faced 15 years ago, feels great empathy towards the common people of Spain. Those found on both sides of the frontlines, either under the protection of the Madrid Government or under the rule of the rebel forces, have suffered immeasurable amounts of harm due to the ill-comings of war.
Thus, it comes to the time of our question to this body. Does the league not feel responsible for the people of Spain? Does this body not feel empathy for the horrors faced by the common Spaniard? Delegates, the civil war in Spain is not a matter for this body to discuss or decide upon, as all our respective nations hold our respective views on which side is the righteous one and which side is the legitimate force of Spain. However, while we have no say in the political future of Spain, perhaps this body can do something, some small good, for the people of Spain.
If the representatives of the Republic of Spain were to allow such action, the Soviet Union would like to propose for the establishment of a humanitarian mission to Spain, headed by the league, that would aim at distributing food, clothes, blankets, medical supplies and other materials to the Spanish civilians trapped in the battlefields across the nation. If they hold any sort of human dignity and integrity whatsoever, perhaps the rebel leadership would also allow for such aid mission to take place in the provinces under their control, for as we said, such a mission is not an ideological one, but one aimed at aiding the people of Spain, whatever side of the frontlines they be on.
We would like to hear what the other members of this body would have to say regarding this matter before an official proposition is done, for the Soviet Delegation would enjoy if such mission was planned collectively, rather than just by one member.
