Cease-fire in Syria

Secretary-General, António Guterres, approaches the floor.

"Ladies and gentlemen. I call a vote for the cease-fire of hostilities in Syria. The BCO is no longer attacking the Islamic State fighters but also the Syrian citizens. If Russia, Serbia, and Syria do not stop fighting to allow citizens to leave then we should sanction all of them. The floor is open."

The United States believes that a humanitarian cease-fire would have some merit. We would prefer to have some dialogue with the BCO before taking any sort of action.
