Greetings to the Portuguese government.

I am required to inform you that, pertaining to the Neutrality Acts and in accordance with the present policy of our administration, foreign powers intervening in the present situation in Spain will become subject to the same trading embargoes imposed upon the present parties involved in that unfortunate conflict. The United States fully intends to maintain its present position with regard to the conflict, and does not seek to exert undue influence on European events by its position or by expressions of policy. Nevertheless, in the event that the Portuguese government decides that its national ends are best served in continuing with its stated intentions, and chooses pursue the course of action expressed to the government of the Spanish Republic's, Lisbon should consider this communique as formal notice of its designation as a belligerent in that conflict, and of all the ensuing effects from such designation.

We continue to hope that a peaceful end to tensions may be secured, and urge parties to consider what diplomatic solutions and mediations may be found. That peace has reigned for so long between the nations of Europe since the end of the Great War should be hailed as progress for all the world to follow, an example of great value that Portugal, too, has played its part in forging. Yours in sincere friendship and best wishes.
