
Spanish Permanent Delegate to the United European Defense
We thus wish to bring the following proposal to consideration for the United European Defense in full:
We await your response.European Defense InitiativeIn order to safeguard the future of an Europe free from imperialist ambitions the supporters of this initiative (henceforth called the 'European Defense Initiative' or 'E.D.I.') agree to the following terms and conditions, subject to implementation within whatever framework the members of the UED deem acceptable:
1. The creation of a 'Maginot-Benelux' line, introducing fortifications including trenches and bunkers along the borders of the French Republic. The purpose of this line is to serve as a final 'fallback point' in case other defenses fail to extinguish a prolonged offensive from the East.
2. The strengthening of existing defensive positions and assets along the Polish-German border - this would serve as the first fallback line in case an Imperial offense succeeds in overrunning Polish defenses. These should be of a similar quality to the defenses introduced in point N°1 of this document, however need not be contiguous (although such continuity would be encouraged).
3. Immediate strengthening and expansion of Polish defenses along Russia-Poland borders, including the additional reinforcement of artillery positions and deployment of anti-air batteries. If time allows, bunkers and trenches should be constructed as well.
4. Learning from lessons from the Great War, trenches should possess access to better hygienic conditions including sewage and access to runing water. This is specially important given the more permanent nature of the fortifications in addition to possible reinforcement of said structures in the future (for example, by enhancing trenches with concrete walls).
5. The signatories of the E.D.I. agree to conduct joint training exercises in preparation for any potential surprise attack. These would aim at improving the readiness and skill of UED members' troops, as well as potentially serving as testing grounds for experimental or newer equipment.
