Spanish Permanent Delegate to the United European Defense

Fellow delegates, in light of the recent events concerning the Russian Empire we believe that the Empire, or whatever successor polity now exists within it's territory, to be gearing up for a war against against continental Europe. Whilst some might say such fears are unfounded, you will find that our proposal is modest and aimed at improving our defensive capabilities rather than attempting to embark on any sort of crusade against Russia.

We thus wish to bring the following proposal to consideration for the United European Defense in full:

European Defense Initiative

In order to safeguard the future of an Europe free from imperialist ambitions the supporters of this initiative (henceforth called the 'European Defense Initiative' or 'E.D.I.') agree to the following terms and conditions, subject to implementation within whatever framework the members of the UED deem acceptable:

1. The creation of a 'Maginot-Benelux' line, introducing fortifications including trenches and bunkers along the borders of the French Republic. The purpose of this line is to serve as a final 'fallback point' in case other defenses fail to extinguish a prolonged offensive from the East.

2. The strengthening of existing defensive positions and assets along the Polish-German border - this would serve as the first fallback line in case an Imperial offense succeeds in overrunning Polish defenses. These should be of a similar quality to the defenses introduced in point N°1 of this document, however need not be contiguous (although such continuity would be encouraged).

3. Immediate strengthening and expansion of Polish defenses along Russia-Poland borders, including the additional reinforcement of artillery positions and deployment of anti-air batteries. If time allows, bunkers and trenches should be constructed as well.

4. Learning from lessons from the Great War, trenches should possess access to better hygienic conditions including sewage and access to runing water. This is specially important given the more permanent nature of the fortifications in addition to possible reinforcement of said structures in the future (for example, by enhancing trenches with concrete walls).

5. The signatories of the E.D.I. agree to conduct joint training exercises in preparation for any potential surprise attack. These would aim at improving the readiness and skill of UED members' troops, as well as potentially serving as testing grounds for experimental or newer equipment.

France: The French government agrees to this and believes it could be of great use in furthering our united defenses. We will agree.

UK: We also agree, it will allow us to have dedicated liens of defense and counter attack. We can also help with training exercises.

Germany: While we'll agree we have begun work to change our style of combat so this will be a tad problematic for our troops.

Summery: Overall the measure is passed Germany being the main grumbler in the group.

Fellow delegates, friends, and allies: The Republic of Spain thanks you wholeheartedly for supporting the European Defense Initiative and our attempts to safeguard a future for our people's free of the scourge of Imperialism and extremist regressive ideologies.

Upon further reflection, however, it has come to our attention that the E.D.I. has room for improvement and we wish to accomplish this in packages to be called 'addenda', introducing additional modifications to the European Defense Initiative that should improve our military capabilities, both defensive and offensive.

European Defense Initiative - Addendum I

To address concerns of military performance in this new era of technological progress the signatories of the E.D.I. and the U.E.D. agree that the following changes are necessary to increase the military potential of both the EDI and UED:

1. Instead of organizing the entirety of their armies according to single overarching doctrines the members of the EDI shall henceforth subdivide their armies to prepare along different doctrines, such as: Standardized doctrines, mobile warfare, static defense, asymmetric warfare, and intelligence operations. These are defined in the following points of this addendum.

2. Standardized doctrines shall simply be the most common and up to date doctrines spread throughout the United European Defense, and will be changed accordingly as with the times. No significant changes are required to units operating under standardized doctrine, other than those military developments emerging over time.

3. Mobile warfare doctrines include combined arms and a focus on mobility, focused on surrounding the enemy to cut it off from strategic objectives and supply lines before it can mount a prepared response. Units operating under mobile warfare should focus on fast redeployment, increased readiness, and the use of technology (including tanks, VTOL aircraft, mechanized infantry vehicles, and others) to achieve their goals.

4. Static defense doctrines are focused around extant, future, and potential fortifications and are based around the use of said defenses to resist enemy advances. While they are capable of counteroffensives by virtue of being functional military units, their focus should be on being able to cover the retreat of other army units and/or blockade and even push back against advancing enemy forces. Air, mechanized, and combined arms support should be present but the primary focus should be on artillery and fortifications - including bunkers, trenches, and combat trains.

5. Asymmetric warfare refers to doctrines favoring combat mimicking partisan activity and guerrilla warfare. While similar to mobile warfare, units operating under asymmetric warfare are focused on disrupting advancing enemy forces via attrition, sabotage, elimination of targets of opportunity, and related operations. They should possess whichever weapons are deemed fit for such operations as required, but as this will vary from mission to mission they are to focus on a prolonged ability to remain undetected behind enemy lines and with rationed supplies.

6. Intelligence operations are a doctrine focused on eliminating the influence of infiltration as well as partaking in coordination between the various army subdivisions as well as the retrieval of vital targets from the front line. Should widespread communications fail, it shall be up to them to re-establish contact between the various army subdivisions, as well as safely transporting enemy defectors, refugees, informants, and other assets as permitted by their capabilities. Their equipment should vary according to their present necessities, but their units should contain intelligence agents as well as engineers and even special operation units.
