Congressman, I believe it was you who brought up the situation of forced and deliberate underdevelopment brought upon by the SOCAL model (extracting here, refining there, and only selling here), isn't it similar to when our national territory is used merely to transport crude oil from one place to another, which will then be refined and sold to us as gasoline and other products? Shouldn't we look into the intentions of this, I don't want to say malicious, but certainly rather roundabout model?
