Update, OYID and Goofy are joining as subcommanders of the Interplenterial and Chinese Federation respectively. I will calculate the ships beforehand so nobody is shafted, but each faction has a subcommanders now so that's good.
The numbers will be somewhere around 8-10 ships for commanders, 3-5 ships for subcommanders. Every subsequent character that joins will have one ship at his disposal and that's about it.
