The Kingdom of Serbia thanks the Austrian forces for handing over the Turkish Prisoners of war. However The Kingdom of Serbia must request that Austrian forces vacate the territory of Novi Pazar for the duration of the conflict and peace negotiations. Austrian forces are currently interfering with the attempts of Serbian and Montenegrin soldiers to fully occupy and pacify the territory. We need the full control of the territory of Novi Pazar to ensure that the Turkish forces cannot launch sneak attacks on our flanks. While there are forts being occupied by another power in the territory our soldiers cannot inspect, we cannot be fully secure. Furthermore we cannot garuntee food and supplies will be able to reach the garrisons at Novi Pazar while we are fighting. It would be a shame if the soldiers would endure hardship. Therefore we must ask Austrian forces to leave the territory.

The Russian Empire offers to mediate in this, a rather dangerous dispute that may turn the region to cinders if we are not careful.

It is the position of St Petersburg that Christian Slav lands must be freed from Mohammedan oppression in this war. However, mindful of the arguments on both sides, we would offer a position that will respect the rights of the Slavs of Novi Pazar, and of the Austrians, who have acted in good faith by transferring the prisoners.
  • Austria-Hungary recognises the control of the region by the Kingdom of Serbia and by Montenegro.
  • Serbia and Montenegro recognise the control of the specific garrison forts by the Austro-Hungarian Empire.
  • Neither Slavic power shall hinder the supply of the Austrian forts, and shall withdraw on cessation of hostilities non-police and non-garrison units from the sanjak.
  • Austria-Hungary shall not hinder the administrative control of the Sanjak by Serbia.

The Austro-Hungarian Empire wholeheartedly agrees with the Russian proposal. We hope that the Kingdom of Serbia will agree to it also.
