The Tsar, in all his glory and wisdom, would like to once again formally announce the intention to ensure that the balance of power within Europe is kept, and that no revolutionary regimes which seek to disturb this balance much like Napoleon and his Grande Armee did, executing thousands and plunging Europe into war, will be allowed to fester and continue existing.

It is the duty of all monarchs within Europe to remember the damage dealt to the stability of Europe by the revolutionary ideals, and to take the appropriate measures to avoid such a dreaded outcome happening again.
