Talks with South America

The Spanish Kingdom enters into informal talks with the South American Estates regarding the ongoing conflict. Players contacted here are Mexico and Colombia, as well as NPC Argentina and Peru.

The negotiators tentatively consider ending the war and recognizing the new estates in exchange for renewing long-disrupted trading and economic ties.

With the Iberian Crisis deepening, the talks ramp down but the Spanish diplomats remain open to South American views.

The government of Gran Colombia is willing to entertain the Spanish desire for peace in South America, especially considering their recent reverses. As for the terms, we must insist that Spain recognize Gran Colombia as free and sovereign, for Spain to renounce all territorial and sovereign claims over our territory, and to agree not to interfere in the internal affairs of our nation. In exchange, we can reestablish trade ties and bring this war to an end.

To the King of Spain,
In a similar stance to our colombian brothers to the north, the Chilean Republic is interested in opening trade with the Kingdom of Spain, in order to do good to the economies of our respective markets, there are however three points we would like to be answered by the Spanish representatives before any conclusive action can be taken:

1) It is quite a strange ordeal for nations to openly trade with another nation who refuses to recognise them, and here we speak on behalf of all the Republics that before any trade is allowed to take place, the Spanish government takes all the diplomatic and official measures to recognise all and every single republic that was born from the Old Spanish Colonial Empire, including the building of embassies, the exchange of ambassadors and formal international recognitions.

2) For anyone spectating the current International relations of Europe, one can see that the Kingdom of Spain is currently involved with the Portuguese ordeal, that might, though we pray with all strenght in our hearts that not much will grow from it, escalate into a larger conflict involving Great Britain and other European powers. Would Spain be ready to Trade with the American Republics during a period of Conflict?

3) It is no secret to the world that in Late 1829, the Spanish Kingdom made one last desperate attempt to re-take their colony of Mexico be sending General Isidro Barradas with command of a small task-force of Spaniards. The plan obviously failed miserably, and Barradas was defeated in the Port city of Tampico. How can we know Spain will not attempt any other further operation like this?

To the King of Spain,
We agree to the Chilean statement in regards to interest, we, like most other nations of the American continent, are ready to leave our violent separation in the past, in order to build a more prosperous tomorrow. And we do endorse the questions raised by the Chilean Representatives, and await the answers.

We would also like to add another question, how will the Spanish nation favour the nations in terms of size and trade power? Will the Spanish government focus in trading with the bigger and richer nations, or will they also trade with the smaller ones?

With Spanish reluctant acquiescence to the British intervention in Portugal. Spanish diplomats reopen talks with the American estates.

First, we offer to settle the conflict with a formal peace treaty between Spain and the governments of the Estates:
The Treaty of Panama
-Spain acknowledges the South American Estates (namely, Mexico, USCA, Gran Colombia, Peru, Bolivia, Chile, and Argentina) to be free, sovereign, and independent states, and that the Spanish Crown and all heirs and successors relinquish claims to the Government, property, and territorial rights of the same, and every part thereof;
-Recognizing the lawful contracted debts to be paid to creditors on either side;
-The Legislative bodies of the Independent Estates will "earnestly recommend" to recognize the rightful owners of all confiscated lands and "provide for the restitution of all estates, rights, and properties, which have been confiscated belonging to real Spanish subjects" (Loyalists);
-The Independent Estates will prevent future confiscations of the property of Loyalists;
-Prisoners of war on both sides are to be released; all property of the Spanish army (including slaves) now in the Independent Estates is to remain and be forfeited;
-Ratification of the treaty is to occur within six months from its signing.
An astute observer might notice that the terms of this treaty is borrowed heavily from the 1783 Treaty of Paris that the British signed with the United States. We hope the terms are acceptable?

To the Ruler of Spain,
We of the Federal Republic of Central America have been chosen by the latin American Nations of Peru, Bolivia, Chile, Paraguay and Uruguay to deliver a joint answer, we do not know what the Argentine Confederation, the Mexican Republic and Gran Colombia have to say on the new proposal, but we expect it to be similar to ours. We on behalf of the nations above mentioned are ready to accept your terms, as long Spain takes in consideration the three following facts:

1) In their Treaty, the Spanish government shamefully forgot to mention the nations of Uruguay and Paraguay, whom are now profoundly saddened by their previous leader's lack of consideration, and demand an apology for not being even mentioned in any way or form by their old overlord.

2) The Republic of Chile raised and demanded the answer for 3 questions from the Spanish government, with paraguay adding one extra question and demanding its answer aswell. No answers were ever given by the Spanish delegations, to any of the questions, though the humiliation suffered by the Spaniards on behalf of the British requires no answer, for that is quite clear not only for latin america but for the whole world.

3) Spain mentioned the following points in the proposed treaty:
-The Legislative bodies of the Independent Estates will "earnestly recommend" to recognize the rightful owners of all confiscated lands and "provide for the restitution of all estates, rights, and properties, which have been confiscated belonging to real Spanish subjects" (Loyalists);
-The Independent Estates will prevent future confiscations of the property of Loyalists
We would like to remember that Spain is no longer the Autocratic ruler of the American Continent, thus has no power to demand any form of land restoration, since the glorious revolutions that sparked the continent were just ones, that implemented fair Republics, meaning that all those who had their lands confiscated were enemies to the state, and their lands are now in the productive hands of true and Patriotic citizens, and not royalist bloodsuckers.

We await clariication in regard to those points, may they be answered this time.

As we have recognized the desire of the Estates to be regarded as equals, we ask for the courtesy to be returned without any uncalled-for namecalling. As such, we ask to recognize the Loyalists as citizens of the Kingdom of Spain and afford them the courtesy of any other foreign national,

Moreover, we recognize that it may be impractical to restore the confiscated property in full and thus suggest the move be more nominal and symbolic in nature. Suggesting that it would be a good step towards normalizing relations.

The nations of Paraguay and Uruguay are added with a nominal apology over a clerical error.

Chile and Paraguay are assured that a formal peace treaty, by definition, means an end to Spanish attempts to invade their territory.

We have read the terms as presented by the Spanish government and as amended after consultation and find them acceptable to us. We shall begin work to enact them.
