UNGA: Condemnation and Establishment of Sanctions against South Africa

Members of the United Nations, for long the rights of the traditional ethnic groups of South Africa have not only been ignored, but actively prosecuted and curbed by the Apartheid Regime. Such blatant violations of the most basic Human rights take place daily within the nation in a rampart scale. The simple fact that such measures even take place within a nation that is a member of this Assembly is truly shocking to the Soviet Union and to several other powers here represented. Due to that, we believe that since the Government refuses to voluntarily end apartheid, the United Nations must take take action and establish sanctions on South Africa until they see to reason.

Thus, the Soviet Delegation proposes the following resolution to the General Assembly of the United Nations, to be effective immediately:

The General Assembly,

Deeply concerned with the situation of Apartheid in South Africa

Recognizing the large scale abuse of basic Human rights within the nation

Taking into consideration the welfare of all ethnic groups in South Africa

1. Condemns the Republic of South Africa for its use of Institutionalized segregation (Apartheid)

2. Reaffirms the unaliable human rights of the coloured citizens of the South African Republic

3. Requests the establishment of Minor Economic & Commercial sanctions on the South African Republic

4. Designates that the UN Resolution 282, which established a voluntary arms emabrgo to South Africa, be made mandatory to all member states.

5. Further requests that other member states issue their own sanctions against South Africa as a measure of protest against apartheid.

Clearly, the Soviet Union votes yes for this resolution.

We would like to remind the UN that internal policy of South Africa is not really
up for debate as it does not fall under UN law/protections.

Further more most natives and blacks are not citizens of South Africa or whish to be,
they are citizens if there "homelands". This system also serves to protect people from
other people as the fact that we all known, people really cant get along well

We will promise to make reforms towards ending this system if no UN bill passes concerning
south Africa at this current time.

The French Fifth Republic points out that this resolution is not in accordance with the correct rules and procedures of the United Nations, vis-a-vis the powers of the General Assembly in relation to the Security Council, and is therefore invalid. France condemns racial discrimination and violations of human rights in all forms, but even should this be correctly brought to the Security Council, we do not believe that one-sided vilification, implausible demands, and the creation of pariahs, with no possibility of dialogue or engagement to bring a solution, is the way forward. The proposal by the Soviet Union is not only procedurally incorrect, but hypocritical and politically motivated. We would vote no, but there is not even a valid or legal vote to be had, mes amies.

We remind South Africa that veto power only applies to UNSC resolutions, not UNGA resolutions. However, as pointed out, this resolution does not follow proper UNGA procedure or powers, and so is invalid in any case.
