UNGA: Call for negotiations in Cyprus

Gentlemen of the United Nations General Assembly,

Tensions are, sadly, rising in many areas across the globe. We in these halls are tasked with encouraging peaceful development, negotiation, and governance. This involves not only dealing with existing crises, but also those that appear to be becoming entrenched. The Republic of Indonesia has watched with great concern as the island Republic of Cyprus suffers a political crisis in a background of rising tension across the Aegean.

We therefore bring the following resolution to the UNGA, in the hope of firstly encouraging the Cypriots to reach agreement of their own accord, and second to draw the attention of the UNSC to the situation..

The United Nations General Assembly,

Noting the disintegration of common government in the Republic of Cyprus between Turkish and Greek Cypriots, with the minority Turkish Cypriots proclaiming their own provisional administration on 28 December 1967, unrecognised and without international support or backing, due to a lack of intercommunal trust;
Concerned at the intercommunal violence, and rising belligerence among some in both Ankara and Athens in response, as well as on the island of Cyprus;
Desiring a peaceful resolution and negotiated solution to the Cypriot disputes;

The UNGA therefore:

Calls on the UNSC to immediately support de-escalation between Greek and Turkish military-political forces, directly and by proxy;
Supports the sending of a UN taskforce sponsoring talks with President Makarios and Vice-President Kucuk;
Affirms support for the Republic of Cyprus to peacefully solve the disputes aforementioned, and for all sides to avoid threat or use of force;

The Republic of Indonesia votes yes.

This conflict must not be ignored, lest it spiral out of control and give way to open war in the eastern Mediterranean. We support this resolution and vote yes - however we also ask that the Indonesian delegation shed some light on what they envisage the proposed "UN taskforce" to consist of.

A sensible and just proposal, one that only strengthens our support for this resolution. We had been hesitant at the prospect of UN peacekeepers becoming involved in an already tense situation, but ready to support the measure nonetheless if the international community thought it prudent. However the approach presently proposed, that of diplomacy and peaceful resolution without the potential for further entrenchment by the two sides, seems to us for the best.

The Soviet Union considers the rising tensions currently engulfing the island of Cyprus a affront to the stability of the Mediterranean community as a whole. Thus, we vote yes for this resolution.

The Imperial State of Iran agrees with the resolution. However, we view Cyprus as yet another obstacle to peace in the Middle East and think that the future of Cyprus should be left to the vote of the Cypriots, be they Greek or Turkish. As such, we vote in favour of the resolution.

The United States votes Yes; the troubles of this island country cannot be allowed to spiral into an ethnic war.

The Republic of South Africa will also vote yes, in these unstable times we do our best to prevent new conflicts from descending into war

The Republic of Greece will support UN involvement in Cyprus on the grounds that this intervention serves the population of Cyrpus and their desires. We believe that the UN should oversea a plebiscite over the fate of the Island, with unification with Greece being one of the options.

The Government of Cyprus welcomes the presence of international peacekeepers. The autonomy of Cyprus must be protected, as should the lives of its citizens.

Turkey must vote no on this proposal. Recognition must first be given to the authorities of the Turkish community. If they are not recognized as an actor in these negotiations then we feel that the are useless.

The French Fifth Republic votes yes. The resolution as written implicitly recognises the existence of Turkish Cypriots through its wording, though we could suggest an amendment which rules out the displacing of populations by either side as a basis for negotiations.

We applaud those who have supported this resolution, and would hope that the awareness of the international community of the Cypriot situation will help encourage a climate of cooperation. While we acknowledge Turkey's concerns, as the French delegate has said, the resolution's support for negotiations would indeed be between the two leading figures of the two Cypriot communities - President Makarios, a Greek Cypriot; and Vice President Kucuk, a Turkish Cypriot. I am sure it goes without saying that the UNSG's team would ensure any talks would involve any other important parties from both sides.
