It overjoys me to once again be able address you. Over one year ago, I for the first time wrote to you shortly after your election, where we talked for long on the situation of our respective homelands. You will be happy to know that besides our exchange of letters, over the course of the last two years I have corresponded with several other prominent citizens of the United States such as Mr Jefferson and Secretary Pickering, which have allowed me to gain a deeper understanding of your great republic.

Though I would rather spend my time writing to you of the joys of life, I am afraid that the topic of this letter is of no joy of mine. As Monsieur Stevens has surely briefed you on, the situation in Saint-Domingue has spiralled out of control, with the traitor Rigaud raising his arms and taking control over much of the Province, Haiti is effectively in a state of civil war.

I have no doubt that my supporters and I will overcome the situation, for we lead the largest army in the isle and we have justice in our side, however despite what the odds may show the war is surely to be a bloody one that will take its good share of time. Your government has been extremely friendly towards the legitimate administration of Saint-Domingue, with the formal establishment of diplomatic relations between us being one of your first priorities in regards to Foreign Affairs. For all those reasons, I feel inclined to make a request.

I would like to ask your Government if it would be possible for some of the ships of the United States Navy currently stationed in the Caribbean region be sent to blockade the southern region of Saint-Domingue, the heartland of Rigaud's influence. Such a move would greatly strengthen the relationship between our administrations, and would prove to all Haitians that the friendship between Saint-Domingue and the United States is one that will last and that will bring great prosperity to all.

The Church's regency council sends our salutations to the United States of America, and pray that the eventual successor to His Holiness Pope Pius VI shall be granted the same friendship from the USA as his predecessor was. His Holiness, may God rest his soul, did after all establish the very first consular relations between the State of the Church and the United States in 1797, together with President George Washington, who was ripped from us only days ago as well.

Our relations are far from merely diplomatic, however, as you know. The much-mourned President Washington was, after all, a great supporter of the rights of the Catholic citizens of the republic, actively protecting our congregations from unlawful and unjust persecution, and during his presidency Pope Pius VI established the first American episcopal see, the Diocese of Baltimore. The Bishop of Baltimore, John Carroll (brother of Daniel Carroll, together with Thomas Fitzsimons a Catholic signatory of the United States Constitution!), shall remain our primary envoy to you for now.

Most cordial and friendly greetings to M. Louverture from the government of the United States of America. We received your message and were gladdened to see such references to friendship between our peoples. Furthermore we wish you the speediest of resolutions of your conflict and that peace may once more be found on the fair isle of Saint-Domingue.

Nevertheless it is our sincere regret that the United States Navy will be unable to lend the assistance you so earnestly seek - for we are engaged most unfortunately in a conflict of our own that requires the use of what naval powers we have at our disposal in order to protect American lives and commerce. We hope you will forgive us this, as while we feel great affinity for the new ties developing between our people, our national self-preservation must of course take precedent, particularly at a time when our ideals and way of life are more threatened than at any time since our war of independence.

We are further gladdened to hear, in particular, news that the successor to His Holiness Pius VI shall find once more a home in the Eternal City. The United States of America has set as amongst its founding principles respect and protection for religions and creeds from across the globe, and hope that the Catholic faith will continue to find a welcome place amongst our republic.

We hope that through the auspices of the Bishop of Baltimore we will be able to maintain and continue our friendly relations.
