Due to the change in the geopolitical situation in the Empire, upon the rights and duties of the Emperor, the Electorate of Mainz has been transferred to Regensburg. The Duchy of Wurttemberg, Margraviate of Baden, Landgraviate of Hesse-Kassel, and the Duchy of Salzburg have also been granted the title of Elector in the Holy Roman Empire. That is all

We Francis II, by the Grace of God elected Roman Emperor, etc.,

As by the Treaty of Luneberg concluded, We had sought to maintain Austrian power on the international stage, in spite of Our defeats. We wished to create a stronger unity, one that could challenge France. However in Our tenure it has become clear that the people no longer support Our rule. As such, We are no longer able to carry out the duties of Our Imperial Office, and as such have renounced the throne of the Holy Roman Empire.

Taken into account, there are few actions left for Us to commit.

Firstly, We hereby declare the creation of the Empire of Austria, constituted of all the lands currently under the suzerainty of the Habsburg Dynasty and subject to Our crown. All servants of the monarchy in a military or public capacity are expected to sweat loyalty to the new state.

Secondly, We hereby abdicate the throne of this newly created Empire to Our beloved son Ferdinand. We appoint our brother Archduke Charles,Duke of Teschen to be His Regent until He has reached the age of maturity.
