UNGA: Immediate Emergency Global Ceasefire

Ladies and gentlemen of the United Nations,
Delegates from the world over,
People of Earth,

I come before you today not just as a head of State, but first and foremost as a Human being. Not only that, but also openly and proudly as a follower of the Christian faith, to which I have held closely as recent events have shaken past criteria and assumptions but also me as an individual to my very core, something that, despite all the jingoistic posturing still going on today, in truth is surely a feeling to which we can all relate.

I repeat here a sentiment I have begun expressing elsewhere already: whatever may now come, I firmly believe it is our duty, not as citizens or as soldiers but as members of the Human species, to come together in the quickest manner possible and put aside petty differences of ideology and greed, so that we may immediately set to the task of presenting a united Human response to the Aliens, one that will withstand any and all attempts to exploit our divisions to the detriment of human life, liberty and freedom.
What is going on in Argentina and what can the nations of this planet expect? Who, exactly, is this Posadas individual, who would shut off all communications out of his country and, presumably, closely cooperate with an Alien presence, that, while exciting and stimulating to Reason and imagination, it's important to remember that also engaged in an open threat to "sterilize" the planet within hours of making first contact? Is he merely a figurehead for extra-terrestrial designs, or has his ideology really driven him that far gone into wholeheartedly believing that the Aliens are desirable masters, without even bothering to attempt to prove this point to the rest of the species as of yet?

People of Earth, we are all Humans. Up until now our history has been the story of struggles between individuals, but now we are entering a stage wherein the main defining struggle is no longer man against nature or man against man, but Man in front of the great unexplored possibility of Alien life, and future historians (if Humanity does indeed have a future) will care little for the specific details of ongoing human wars. It is very likely that the first contact between Humanity and an Alien race will be in and of itself momentous enough to erase from human memory even the most disastrous of recent conflicts, and with them, the men who bitterly clung onto the old borders and ambitions, even as the great intergalactic maelstrom swept up everything into the ether.

Without further ado, I thus present to you the first draft of the first resolution that I will bring before this forum today. It is my deepest hope that the United Nations will step up to the challenge presented by the events in Argentina, and that we can move together from here on out all united, as brothers, as equals. As Humans.

Recognizing the urgent need to build lasting peace among Humans in the face of the probable Alien invasion,

Acknowledging the need for serious peace talks as an indispensable follow-up and second step to the contents of the present resolution,

Honoring the sacrifices made by UN personnel and volunteers from many faiths and political persuasions the world over in the pursuit of Peace,

Admitting full responsibility for the shameful exersice of lethal power up until the very recent past,

The member States of the United Nations hereby agree to order each and every unit of their armed forces to immediately stand down and stop all fighting against Human forces as part of an Emergency Global Ceasefire in the interest of the defense of the Human Race. The troops currently engaged in conflict are to enter completely defensive positions and, wherever possible, are to begin aiding the civilian population of their localities for the purposes of reconciliation which may help with the future building of peace. Furthermore, the members states agree to immediately cut off all aid to all parties in any armed conflict and to devote themselves to the degree of their capacities towards the entering and aiding of every peace process in Planet Earth from here on out to the concievable future.

My good men, it is imperative that we begin discussion of this resolution now. The very fate of the planet depends on it.

While the UK does fully agree to this and believes this is the next step we have to take we do here by note that unless all people agree to this agreement, this agreement means nothing. The ICW currently going on in our boarders, if they don't agree to this it would be impossible for our government not to get involved due to the senseless death of over 7,500 people and the injury of over 100,000 people. If the Yemen government where to put down its guns what would happen? Either extremist who don't care about anything expect there god would rise up and would massacre there rightful overlords. We as developed nations don't [or should not at least] go to war for profit or expansion, we go to war to prevent worst crimes being committed by others. We believe the aliens, if they truly understand humans, would understand our goals and motives in preventing worst human suffering by engaging in these wars, as bad as they can get

With all due respect to the delegate from the United Kingdom, these are Alien lifeforms with which we are dealing, so it seems unwise to assume anything about their understanding of Earth geopolitics, save for possible avenues for infiltration and invasion. Simply put, we cannot afford to pursue our previous agendas at this moment. Surely, if we could reach out to the sponsors of these extremist aggressors we can at least enter a Ceasefire. Besides, no one is talking of British withdrawal at this point, it is merely a matter of stopping the fighting and holding defensive positions until a peace process can get underway. It is a show of good faith, and one that can probably save Planet Earth.

Excuse me, but I'm having some trouble following the British reasoning on this point: the best way to ensure peace is to... not ensure peace? Surely we must he missing something. Our enemies, after all, are also humans, and so they too can be reasoned with and pressured to stand down. At any rate, if the British forces were to simply assume defensive positions, without pursuing the enemy into its territory, then they could also avoid this great slaughter that makes them so worried.

I believe it's important to note that the spirit of this resolution is most decidedly not to appear peaceful to the Aliens, but rather to defend Mankind from any possible division, intrigue or manipulation from this extra-terrestrial force, and it is the policy of this administration that such a goal would best be achieved with an immediate global ceasefire.

The Aliens have already shown that they will gladly exploit existing social wounds to divide and rule us, why give them the chance by prolonguing ongoing wars?

SFR Yugoslavia

Firstly, on behalf of not only the government of Yugoslavia, but on behalf of it's people, we would like to thank the American government for serving as a voice of reason in these trying time. We have from the beginning seen the need for humanity to unite and act against this alien threat and their human collaborators.

Secondly, we would like, if we may, to respond to some of our friends from foreign nations who have already spoken up.

To the British, we remind you that this alien presence is an unknown quantity. We can admit, of course, that they likely understand us, and are acting accordingly. But why should we believe that they have our best interests in mind, when they have seen fit to offer their full support to a group that, even by most Marxist standards, is both warped and dangerous even without the aid of extraterrestrials? We need not remind you of what happened the last time your nation failed to form a united front against a terrible threat to humankind, and what happened when you finally coordinated with other global powers to confront that threat.

Speaking to that threat, should we really care what they think of us when they clearly do not have our best interests in mind? Or should we form a united front against it, a third Allied Powers, to deal with and contain this threat before it can gain purchase on our world? We in Yugoslavia remember the last time such a threat reared itself, as Hitler swept across Europe, seeming ready to swallow the world whole. And when he and his Ustaše lapdogs began to butcher the people of Yugoslavia, we did not concern ourselves with what Hitler might think of us. We resisted, and with your help, drove the Nazis out of our country.

We now stand at the beginning of just such a threat, albeit far magnified by it's size and power. If our dear friends in Britain cannot understand the need to confront it as a united humanity, but will let the petty squabbles of Ireland blind them to the bigger picture, we do not know what else can possibly be said.

As for our dear comrades in Albania, we strongly urge you to reconsider your vote. This is no simple US Imperialist trick, but a dire necessity if we as a species are to survive and have freedom over our own affairs. As oppressive as the United States can at times be, they are, after all, human beings, just as we are. It is only in cooperation that we can preserve the humanity of EArth, and, perhaps, find common ground and understanding between us all.

With all this said, we hope it does not need saying that Yugoslavia votes YES to the American proposition.

Kingdom of Saudi Arabia

Saudi Arabia thanks the United States for putting forward such a bold, forward-thinking resolution, and seconds the Yugoslav position that politics must, for the moment, be put aside: communism may be an ideology of atheists and hypocrites, but these "Posadists" appear to be nothing more than idolators, who worship a strange race that we know little of. Let the world adopt a policy of peace, until we have clarified the wants of these people. Perhaps they are nothing more than misunderstood, but for the moment, the threat seems too large. We vote yes.

The USSR would like to ask for a clarification for this initiative. We believe that all parties in South America should be armed and prepared for the alien invasion, whether they are current conflict or not. The Communist Liberators across the globe have proven their resolve in fighting reactionary regimes. To cut off support when they need it most is foolhardy. We must get the best weapons into the hands of the most able fighters.

The USSR proposes the creation of a Revolutionary General Command in Latin America, Co-directed by Cuba and the USSR. This organization will allow for the coordination of liberation movements. These movements will renounce guerrilla warfare in the wake of the alien invasion. They will operate alongside the governments of Latin America and the UN operation.

This motion seems sensible. It should also be noted that the proposal for the ceasefire only applies to inter-human conflict. People under threat from wild animals or space aliens can still of course defend themselves.

As for the matter of funding, we firstly congratulate the Soviet Union for just publicly acknowledging their role in regional instability. Normally we would move to condemn these actions, but it is presently imperative that we move forward in our current direction and so we will simply say that public agreements to stop the fighting with the legitimate governments of their respective countries must be a condition for these "parties" to receive any more funding.

While the French government appreciates the sentiment behind the proposed resolution, we must question the measures taken in it. For one, we believe that the actions within this proposal are beyond the purview of this body in general, which seeks to infringe upon the sovereign rights of nations to settle their own affairs.

Beyond that, there are aspects of the international situation we believe have not been taken into account here. Specifically in the realm of domestic conflicts between insurrectionist forces in ongoing civil wars. We cannot expect rebels to abide by resolutions passed in the UN, and pushing for governments to maintain a defensive posture in these conflicts is, in essence, ceding victory. Besides, are we to take it that this applies to the Posadist forces who have been recruited or persuaded by the aliens to push their agenda here on Earth in our own countries?

Ultimately, while we appreciate it, we believe this resolution is misguided and does not correctly handle the problem that it seeks to address

Well, no, in fact, the Soviet delegation just very recently adressed the matter of internal conflict in Latin American nations and called on communist parties the world over to support their governments against the Alien threat. We believe this is a model that can be easily replicated around the world.

Likewise, as President Johnson has already explained to the British delegation, holding defensive positions does not mean withdrawal, nor do we propose that legitimate governments step down in favor of armed terrorists or rebels. As the Soviet delegation has very candidly admitted, there are countries which hold influence and provide resources to informal armed organizations, said countries can invoke different means of applying pressure upon these groups to persuade them to engage in a peace process, chief among them being a clear international position of support for the initiative.

Ceasefire does not equal ceding victory: one is to simply defend currently-held positions in order to engage in a peace process. Civil wars are political: the side or sides willing to set their differences aside in the interest of Humanity will surely gain an edge in the hearts and minds of the people.

And anyway, which great and bloody conflict is France currently engaged in that it would choose to stand in the way of international cooperation?

As we have said, we appreciate the sentiment espoused. Yet we also question this notion that all rebels currently under arms will graciously lay down their arms and engage in a mutual peace simply out of their undying love for the human race. Can you really claim that the Viet Cong will do so in South Vietnam?

We also notice that the US refused to say anything about Posadist rebel movements. Should we assume that they are included under this resolution, and that national governments are merely to 'hold the line' and give them the opportunity to consolidate and dig in? Because that is what this resolution proscribes, meaning that it will be that much more difficult to remove them when violence does break out.

France is not currently engaged in some mighty struggle, but we feel compelled to express our skepticism in a resolution that is based on America and Russia proclaiming to the world 'let there be peace', and assuming that peace will naturally follow.

the Democratic Republic of Vietnam

Gentlemen, the world stands at a crossroads. As humanity comes into contact with a greater galactic society, we must prove our merit as a respectable and honorable people - a people who have grown beyond oppression and injustice in all its forms.

To this effect, the Democratic Republic of Vietnam welcomes the American-led international effort to enforce peace, though we are concerned regarding the tacit acceptance of continued colonialist oppression throughout the Third World this effort entails. Without a framework for the withdrawal of colonial forces and restitution to the long-suffering colonized peoples of the world, a global cease-fire will merely entrench the current capitalist-imperialist power structure.

While the DRV will indeed order a general ceasefire for both the PAVN and NLF cadres for the duration of the Geneva peace talks, we add the caveat that there can be no lasting peace built on injustice.
