Nations of the Arab world, we are under attack. As Saudi Arabia has voiced in the United Nations, the Zionists have taken to attacking refugees within Jordanian territory, destroying infrastructure which was generously provided by ourselves and the United Nations. Furthermore, while we have voiced our objections in the United Nations and put forth a plan to counter this horrific assault, the international community remains divided.
Indeed, it is as my brother King Hussein put: if we do not act now, we may reach a moment when we are all fedayeen. But we are not without weapons at our disposal. The Khartoum Resolution must guide us in this, our mutual struggle for the liberation of our brothers and sisters in Palestine. Saudi Arabia thus proposes the following, so that, God willing, the international community will see the justice of our cause and the necessity of our actions.
- Creation of the Organization of Arab Petroleum Exporting Countries, a multinational organization to be a partner of the Arab League and an observer of the pre-existing Organization of the Petroleum Exporting Countries. Members are to include Saudi Arabia, Kuwait, Libya, the United Arab Republic, Iraq, and Algeria, with expansion to be settled by a 2/3 vote.
- Recognition of those nations which have voted against the recent Saudi Arabian proposal for economic sanctions and boycotts against the State of Israel, as well as those refuse to call for the end of Israeli aggression and a withdrawal to the borders before June 1967, as enemies of the Palestinian people.
- Imposition of an immediate total embargo of petroleum and petroleum-based products on the above nations, until such a time as the State of Israel withdraws to pre-June 1967 borders.
- Implementation of an immediate 5% reduction in petroleum production for OAPEC nations, as well as a 17% price increase on all petroleum exports, along the same lines.
- Extension of an invitation to the Imperial State of Iran and the Republic of Indonesia to participate in this embargo.
- Declaration of an intent to negotiate with the Organization of the Petroleum Exporting Countries on coordinated pricing and joint negotiation as regards all involved oil ministries and the international market.
- Inviting representatives of the United States of America, Union of Soviet Socialist Republics, People's Republic of China, and those nations currently resisting occupation by extraterrestrial forces for a case-by-case delivery of subsidized oil by OAPEC observers to, and only to, fronts involved in the defense of humanity..
