[The Saudi delegation does not reply formally, instead simply telegraphing the Foreign Office of the United Kingdom a copy of the Khartoum Resolution.]

The USSR protests Saudi Arabia being asked to stand in for the Palestinian leadership. The Palestinians have a democratically elected leader. Perhaps the British should stay out of the Middle East.

As point of clarification, Saudi Arabia has not accepted the notion of speaking on behalf of the Palestinian people, who are rightfully represented by the Palestinian Liberation Organization, nor do we have the hubris of representing the entire Arab World should we choose to respond for calls for negotiating with the illegal Zionist occupiers of rightful Palestinian land.

Which, of course, we will not. There will be, once more, no peace with Israel, no recognition of Israel, and no negotiations with it.

We call for calm on both sides, and a resumption of negotiations with more parties included. We are willing to act as the neutral intermediaries between all parties to this discussion.
