[JOINT SESSION] Addressing the Presidential Veto
Gentlemen.
The PCB hereby opens a motion to, in accordance with the Constitution of the Republic of the United States of Brazil, an entirely valid parliamentary procedure, override the veto of His Excellency Mr. President Washington Luis on the Bill to Ratify Hours of Work Convention of 1919, which passed the Chamber with the support of 8 out of 10 parties representing the will of the Brazilian people, and three fourths of the deputies. Same situation in the Senate.
With all due respect to His Excellency, a veto used in such a time when the parliamentary support for the bill is overwhelming is, frankly, a travesty against the people of Brazil and our democratic system. In additions, His Excellency's isolationist policies, shared with the Integralists alone, threatens to undermine our relationship with the League of Nations and the international community.
A motion to override the veto in this particular case will require a simple majority. Please, gentlemen. Don't be senseless. But also, do not fear saying nay. While not the true and correct choice, cowardice is entirely acceptable in this matter, as no doubt there might be repercussions.
Should this motion fail, I humbly ask you redirect your support or antagonism towards the other eight-hour work day bill.

These claims that we are 'isolationist' simply because we prefer to not be bound by international treaty for something we can do ourselves and on our own terms is patently ridiculous. The Federal Union Party is working for the interests of the Brazilian nation, and that we should not be so eager as to race forward into international brotherhood and unity as the Communists propose is no flaw of ours.
We would also appreciate it if the Communist Party would not hurl around insults in this body, and attempting to intimidate members by crucifixion in the court of public opinion by branding them for choosing to stand for their beliefs. But of course, we suppose we should not be surprised. Everyone who does not stand with you is the enemy after all, it is the Communist ideology.
As we have said before, we are not opposed to the ideas espoused by this bill. But this is a goal which can be accomplished without shackling ourselves to a treaty that many countries such as the United States have yet to sign. Even though, as the Communists are quick to point out, Mister Henry Ford has also instituted an eight hour work week himself. Signing on to the Convention is hardly some obligation to achieve what they propose.

This is more of a matter of Brazil securing its place in the modern world by adopting these modern conventions and practices. Brazil no longer lives under the boot of Portugal, and we should no longer live in the shadow of Europe.

Due to a large majority, the override is passed and the presidential veto is cancelled. If his excellency the President still refuses to sign the bill into law (which is within his constitutional right) I, as Vice-President of the Republic and President of the Federal Senate, will follow constitutional procedure and sign the bill into law myself.
