Your excellency,

Since my unfair expulsion from the party that I dedicated my life to protecting and solidifying, my family and I have been forced to live a life of exile and constant fear. Firstly, we were expelled to the harsh steppe's of Kazakhistan, where we lived under the constant vigilance of OGPU agents in Alma-ta, the capital of the Kazakh Autonomous Socialist Soviet Republic and the place that we would call home for the year to come. As if we had not suffered enough, by February of 1929, we would be forced to once again move, this time out of the country, forcing me to abandon the nation that I fought so hard to establish.

After many letters were sent to many governments around Europe, the Turkish government of President Mustafa Kemal graciously accepted my requests and allowed my family and I to move to Turkey and live there as political exiles. It is from our residence in the island of Prinkipo that I address you from. I am extremely grateful to have been given asylum by the Turkish Republic, however I must admit my discomfort with the current situation. The fact of the matter, Mr President, is that while it is a stunning place with a welcoming people, Prinkipo and Turkey as a whole is far from a safe place, not for me, not for my family and not for anyone with a background that mildly resembles my own. We live under constant fear, fear that the Turkish government will suddenly expel us, that disgruntled White emigres will make an attempt at my life or that of my family, or that Stalinist agents will finally come to finish the deed that their traitorous leader has urged so much to accomplish.

It would be irresponsible of me to ignore the fact that we have very distinct ideological differences, that is something that we should not let aside. However, despite political discrepancies, I believe that you are, contrary to the traitors that have overtaken my nation and stolen my people's revolution, a humane person. Thus, Mr President, I would like to formally ask you, as the paramount representative of your nation, to grant me and my family political exile in Brazil. If I was to be allowed to live in your beautiful country, I would not depend in any way or form in your government, for those who are followers of my ideals would surely assist me in establishing myself, thus not making my family any sort of burden on your administration. Not only that, but if I was to be graciously awarded with exile in your country, those who believe in my words would surely look up to you, and your government, as a humane and righteous administration, that zeals for the well being of the human being regardless of personal political differences.

To Mister Leon Trotsky,

Your reputation precedes you of course, and there is no one aware of the events in Soviet Russia who is also not aware of your particular circumstances and the plight in which you now currently dwell. It saddens me that any should be forced to live in such a way, regardless of their ideological beliefs or personal failings.

There would be many here who would question such a decision of course, from conservatives opposed to your beliefs to those who favor closer ties with Soviet Russia. This cannot be denied, but ultimately we suspect there was much the same situation when you arrived in Turkey. Yet you have endured there, at least until the threat from Soviet Russia became too great to bear and you sent this message to me now.

I appreciate your efforts to not be a burden upon the Brazilian government, and that would be a something that would help here. There is only one lingering doubt in my mind which must be addressed before I can truly offer you safety within my country.

As I have said, your ideals are fairly well known, at least amongst those currently part of the Brazilian government. And these ideals are understandably distressing to certain segments of th Brazilian population. Should I grant you what you want, it would make things easier if I could have a promise from you that you will not attempt to ferment anti-government agitation or revolt during your time in Brazil. This is our main concern, and should it be addressed we believe that we would be able to find a place for an exile such as yourself here in Brazil

Your excellency,

Firstly, I would like to thank you for such a cordial response. Many other world leaders who I have corresponded with did not give me such treatment. Most judged me ideologically. You, on the other hand, treated me as an equal regardless of politics. For that, I thank you deeply.

It is completely understandable that you hold a concern in regards to my political influence, for as I myself metioned there is a large community of Brazilians who follow my ideas, thus your concern is entirely comprehensible.

If i was to be allowed exile in Brazil, I would continue my discourse against Stalin, his government and would continue to criticise the route that he is currently leading the Soviet Union through. However, I would not dare to throw myself into Brazilian Politics. The Internal matter of Brazil, especially in relation to politics, is an affair of the Brazilian people alone, and not in any way the dealings of a Soviet exile like myself.

I, of course, have no issue with your current struggle with Stalin, and it comes with some relief that we do not have to worry about potential difficulties here in Brazil as well. As such, I believe that I can be confident in granting you asylum here within the nation of Brazil.

By he authority vested in me as President by the Constitution and laws of Brazil, it is hereby ordered as followed;

1. The Federal Department of Public Security will open an investigation into the death of Emílio Garrastazu Medici. This investigation will have full cooperation from the Brazilian government and military to determine culpability in this crime.

2. Once completed, the results of this investigation will be presented to the President of Brazil, the Minister of War, and the Minister of Justice and Internal Affairs. These results will be kept secret and only disseminated to the Brazilian Congress and Public upon approval and will of the President.

It is my hope that this grisly matter can be swiftly concluded, and those responsible brought to justice.

People of Brazil, it is with a heavy heart that I must announce the death of the honorable mayor of Petrolina, Honório Santana. His body was recovered outside the town, executed by the bandits responsible for his abduction.

I do not blame the military for this failure. They sent in their best men, and devoted every effort to rescuing Santana from those who had abducted him. It was the army who was let down by this nation, by a government unable to provide them the support that they needed to do their jobs correctly and to protect the citizens of this nation. We failed, because of those who would see the military's ability to defend Brazil hamstrung for their own selfish political agenda.

We must do better.

This government will not concede to bandits and criminals. We will not treat with those who use terror and murder as their political tools. We will not let ourselves be cowed into submission by the arms of a handful of radicals. Lampião and his band will be found and brought to the justice that they deserve for this despicable act, Santana shall be avenged, and I ask that those who value law, order, and the safety of all Brazilians support the government in enacting the reforms needed to ensure that the military can put an end to his reign of terror once and for all.

There are those who would see us not succeed, who would see these bandits claim all control from the government in some mistaken belief that their political agenda is one they should aspire to accomplish. They are mistaken. The only way to restore Brazil to a nation which can stand proudly in the eyes of the world, is to make a nation that can defend its people, and where no one need live in fear of lawbreakers and criminals.

Together, we shall triumph. Thank you.

To, the leaders of the Fordlandia Quilombo

Gentlemen, no one appreciates the effort that you have put in than I. Where there is injustice we must be prepared to struggle to right a situation that exploits those who have worked and struggled to get by with the sweat from their brow and the blood from their bones. You have seen a situation needing redress, and you acted. Through your action you were able to achieve success, to implement the reforms that you believed were needed and to make your lives better. That is a noble accomplishment, one to be honored.

But now you have stepped too far, and become blinded by your success. You got what you were trying to earn, but in turn those who believed you were dealing in good faith have found themselves with nothing to show for it. Those who were supposed to represent you took what they wanted and left the Ford Company out in the cold, a move that does little to show the good nature of the Brazilian people. If you continue to refuse to honor the deal that was made when you received your concessions, then there is no guarantee that you will keep them should the passage of time result in a less amicable resolution of this situation than you might prefer.

I urge you now. Remove the radical militants in your midst who would mislead you with lies and visions of a world that cannot be. Return to work and restore control to the Ford Company as you promised that you would do. The Brazilian government will do its' utmost to ensure the concessions you were given are kept. We can make no such guarantee if you refuse.

I hope you make the right choice.

In the aftermath of the investigation into the death of Lieutenant Medici, and the revelation that the government was involved in this accidental death, it is clear that the current operation of our security forces is lacking and must be addressed. The government has heard the calls of the people, and will do what must be done to address this issue while ensuring the safety of the Brazilian people in our day and age.

President Washington is pleased to announce the creation of the National Committee for Public Safety Reform. Its purpose is twofold. Firstly, it will look into the operations of the Department of Political and Social Order and delineate a comprehensive plan for reform of the Department to increase accountability and transparency, while still allowing it to be effective. It will also develop additional methods of cooperation between the various branches of Brazilian law enforcement to further support the ability of the government to protect the citizens of our nation.

This nonpartisan committee will be comprised of thirty individuals at the behest of the President, notable individuals with experience in law, police, politics, and other relevant areas who can contribute to the process of accomplishing the goal of the Committee. They will have the support of the Federal Government, and will convene within the next few games to begin work.

President Washington has voiced his support for this committee and the work that they do, citing its importance for the people of Brazil. We trust that they will find our faith well founded, and hope that the people of Brazil will give them their support.
