As our own internal conflict looks like it may hopefully be coming to a close, we would like to take an opportunity to solidify the friendship of our historically linked peoples, similar to how you have done with our Comrades in the USSR.
We invite India to sign and ratify this treaty in order to help ensure that these terrible weapons of war are never used on innocent civilians ever again. As we witness in Bengal, a government with hatred in its heart will utilize any means necessary to eliminate what they perceive as enemies, let no more civilians ever suffer such a fate.Biological and Toxin Weapons Convention
Article I: Never under any circumstances to acquire or retain biological weapons.
Article II: To destroy or divert to peaceful purposes biological weapons and associated resources prior to joining.
Article III: Not to transfer, or in any way assist, encourage or induce anyone else to acquire or retain biological weapons.
Article IV: To take any national measures necessary to implement the provisions of the BWC domestically.
Article V: To consult bilaterally and multilaterally to solve any problems with the implementation of the BWC.
Article VI: To request the UN Security Council to investigate alleged breaches of the BWC and to comply with its subsequent decisions.
Article VII: To assist States which have been exposed to a danger as a result of a violation of the BWC.
Article VII: To do all of the above in a way that encourages the peaceful uses of biological science and technology.

The Indian State and all its people's will not, nor will we ever, abandon the ideals that our nation's forefathers held as they led India to independence. We face a great existential crisis in the form of blatant Chinese Imperialism, and in spite of this, we will continue most fully our efforts to liberate the oppressed peoples of Bengal, joining in arms with our brothers, Bangladesh.
We stand on the righteous path set out by our forefathers, and understanding fully that we maintain our moral righteousness, it is inevitable that we shall repel incursions from the dictatorships seeking to erode not only our own liberties, but the liberties of all peoples in the Indian Subcontinent.
