We tentatively greet the United States of America. Although relations were steadily improving over the years- the immense support given to the Pakistani government, such support given even despite the growing crisis in Bengal, is very concerning.

Nevertheless, India is a developing nation and many would say that the United States stands at the pinnacle of development in many areas. We would like to discuss the possibility of reorienting the direction relations have been following, and present to both our peoples an agreement which shows that neither country truly hates the other. Such a thing might seem rather optimistic at this time, but we must try in all ways to broker a lasting peace.

TREATY FOR THE ESTABLISHMENT OF PEACEABLE RELATIONS WITHIN SOUTHEAST ASIA

In accordance with preliminary efforts to end the fighting involved in the war over the unification of the nation of Vietnam, all signatories agree to the following:

Article 1: Military Operations should cease, effective January 27th, from the militaries of signatory powers against other signatory powers. No prisoners shall henceforth be captured of any signatory power by a signatory power.

Article 2: The representatives of the signatory powers shall convene in Paris to sign a peace deal within the next six months, to oversee both the political situation within the nation of Vietnam and the return of foreign troops to their homelands.

Article 3: Any breach of the first two articles by any party will result in the nullification of their status as a signatory of this treaty, effective immediately.

Biological and Toxin Weapons Convention


Article I: Never under any circumstances to acquire or retain biological weapons.

Article II: To destroy or divert to peaceful purposes biological weapons and associated resources prior to joining.

Article III: Not to transfer, or in any way assist, encourage or induce anyone else to acquire or retain biological weapons.

Article IV: To take any national measures necessary to implement the provisions of the BWC domestically.

Article V: To consult bilaterally and multilaterally to solve any problems with the implementation of the BWC.

Article VI: To request the UN Security Council to investigate alleged breaches of the BWC and to comply with its subsequent decisions.

Article VII: To assist States which have been exposed to a danger as a result of a violation of the BWC.

Article VII: To do all of the above in a way that encourages the peaceful uses of biological science and technology.
We invite you to ratify this treaty for the purpose of de-escalation across the world and for such horrible weapons to be eradicated from the world.

PARIS PEACE ACCORDS

In accordance with the cease-fire in support of these peace talks, all signatory parties agree to the following articles as a means to establish peaceful relations to end the conflict in the unitary country of Vietnam and to preserve peace in the wider area of South-East Asia.

Article 1: Armistice and exchange of prisoners: The previously agreed upon ceasefire between the Democratic Republic of Vietnam, the National Liberation Front, the United States, and the Republic of Vietnam, shall be made permanent where the territory currently stands, that all military actions against other signatory parties will cease, and prisoners of war shall be returned to their destination of origin, or a contracting power of their choice who is willing to host them.

Article 2: Demobilization and withdrawal of foreign powers: The military forces of the region shall be drawn down within the next two years. By the end of 1971, the United States shall withdraw half of its currently-stationed armed forces from the countries of Vietnam, Laos and Cambodia. By April 1972, the remainder of its forces shall be withdrawn from said countries, and all armies of Vietnamese origin shall be withdrawn from land occupied in neighboring countries. If this time-table is kept, then the Republic of Vietnam, the National Liberation Front, and the Democratic Republic of Vietnam shall begin the process of de-mobilizing half of their regular armed forces, to be completed by June 15th, 1972, and the remainder of armed forces to be demobilized by January 1st, 1973.

Article 3: Restoration of Civilian Government: All contracting parties, find mutual agreement in the principle of civilian control of the state apparatus, shall render control of their governments to duly elected civilian authorities. If this is not the pre-existing condition, Special Elections shall be held within 60 days of Ratification of this treaty to elect civilian leadership to oversee the enactment of the terms of this treaty, subject to the restrictions within Article 4.

Article 4: Reconciliation of Government: The whole state of Vietnam shall be subject to a referendum on the future leadership of the state no later than the date of Tet, 1973, under conditions mutually agreed upon by a majority of the parties of in the Democratic Republic of Vietnam, the Republic of Vietnam, and the National Liberation Front, and whichever method of unification is most preferred among the majority of contracting parties shall be enacted across the whole of the country. The complete handover of power should not take longer than five years after the date of said referendum. This referrendum will be overseen by an international committee spearheaded by the People's Republic of China.
