While some of this is indeed quite suggestive, other parts of it seem to indicate something of a bias by the arresting party against Mr. Windsor, if you understand us. As such, we would be inclined to put investigators whose impartiality we could be definitively assured of on the matter, as well as bringing Mr. Windsor in for a brief questioning to allow him to tell his own side of the story, before issuing any arrest warrant.
