His Most High Majesty, Mohammed Hassan Shah Qajar, Shahanshah of Iran, etc., in accordance with his wise and benevolent role as a servant of the Rightly Guided, extends an offer of hospitality to the Chrysanthemum Throne or their appointed representative at the Golestan Palace, alongside their counterpart from the German Empire. It is his wish, and that of his servants in the Majilis, that despite years of tension and disagreement the Land of the Rising Sun, one of the splendors of the East, be able to meet at a historical center of global civilization with the defenders of the West as friends and peers, so that the people of the world might stand together under the guidance of the righteous.

His Majesty the Emperor congratulates His Majesty Napoleon IV on his impending coronation, and would gladly send a representative to the proceedings. Your government may expect the arrival of the Prince Mikasa, with His Majesty's well-wishes both for the reign of Napoleon IV and for the future of the French peoples, and his sincere desire that our nations may rekindle our previously warm relations.


Likewise, His Majesty thanks the Shahanshah for his offer. In light of the amicable relationship between the Expansive State of Iran and the Empire of Japan, both in diplomatic and trade relations, His Majesty would be willing to accept the invitation. Despite the animosity between our empire and that of the Germans, His Majesty and his advisors in the Diet respect the notion of normalized relations as they recognize the many growing threats to civilization, as well as the many benefits of peace, and you may expect the utmost candor from His Majesty's representatives, the Prince Chichibu and Mr. Naotake Satō of the Foreign Ministry, in seeking a diplomatic solution to these tensions.

The Bharatiya Commune sends its regards to the people of Japan and seeks to establish closer diplomatic relations with the nation of Japan.

The Ministry of Foreign Affairs, on behalf of his Majesty the Emperor, wishes to reiterate the Empire of Japan's position of non-recognition for the syndicalist rebellions against the British Crown and the governments of its dominions, and that His Majesty the Emperor neither accredits nor receives ambassadors of syndicalist cabals.

Treaty of Vancouver, 15th June 1936

The Government of Japan and the Governments of the British Commonwealth, having in view the important changes which have taken place in the world situation since the conclusion of the Anglo-Japanese agreement on the 13th day of July, 1911, and believing that a restoration of that agreement responding to such changes would contribute to the general stability and safety of the world, have agreed upon the following stipulations to replace the agreement above mentioned, such stipulations having the objectives:

Consolidation and maintenance of the general peace, including preserving and defending the security of trade and freedom of navigation in the Pacific and Indian Oceans; and maintenance of the security of the High Contracting Parties in the regions of the Pacific, Asia, and India, and the protection of our shared civilised and democratic values and freedoms.

Article I: The High Contracting Parties shall consult one another regularly upon matters arising in the regions above mentioned. It is agreed that whenever in the opinion either of Japan, or the nations of the British Commonwealth, any of the rights and interests referred to in the preamble of this agreement are in jeopardy, the several governments will communicate with one another, fully and frankly, and consider in common the measures which should be taken to safeguard those menaced rights and interests.

Article II: If by reason of an attack or aggressive action, where-ever or however arising, against any powers, either high contracting party should be involved in a defensive war or conflict that threatens their security, either high contracting party will at once come to the assistance of its ally, will conduct the war in common, and will make only a mutual peace in agreement with one another.

Article III: Should any high contracting parties conclude a non-aggression treaty with a third power, it is agreed that nothing in this agreement shall entail upon such contracting parties an obligation to go to war with the power with whom such a treaty is in force.

Article IV: The high contracting parties agree that none of them will, without consulting the other, enter into separate arrangements or treaties with another power that would prejudice the objects described in the preamble, or take actions that would prejudice the objects described in the preamble in any way, such as cooperation with or assistance to such powers as threaten the tranquility of the world with their extremist ideologies.

Article V: The conditions under which armed assistance would be afforded by any power to the other in the circumstances mentioned in the present agreement, and the means by which such assistance would be made available, will be arranged by the naval and military authorities of the high contracting parties, who will from time to time consult one another fully and freely upon all questions of mutual interest.

Article VI: The present agreement shall come into effect immediately after the date of signature and remain in force ten years from that date. In case any of the high contracting parties should have notified twelve months before the expiration of said ten years its intention of terminating it, it shall remain binding until the expiration of one year from the day on which either of the high contracting parties shall have renounced it; but if or when the date fixed for expiration arrives and either ally is engaged in war, the alliance shall ipso facto continue until the aforementioned mutual peace is concluded.

In faith whereof the undersigned, duly authorized by their respective governments, have signed this agreement and affixed thereto their seals, at Vancouver, on the 15th day of June, 1936.
