In order to improve the economic relationship between France and Liberia, and to faciliate long-term growth of Afro-American trade, the following agreement has been concluded.
All former Residents of the French Ivory Coast who are now naturalized Citizens or Residents of Liberia shall be allowed the possibility to apply for dual citizenship in France, via the French Embassy in Monrovia, at no cost.
All tariffs placed on the import of Liberian rubber into French territory are to be dropped, to faciliate free trade. Likewise, French-produced machinery, fuel and vehicles shall be imported into Liberia without tariffs.
The University of Algiers shall accept 25 students from the Liberia College, who shall train as doctors at the Faculty of Medicine, at the expense of France.
A Franco-Liberian Infrastructure Committee will be established, by representatives of the respective Ministries of Transportation, to evaluate the possibility of connecting Saniquellie in Liberia with Bamako in French Sudan, and thus the Liberian Main Line Railway with the Dakar–Niger Railway. A permanent representative to the Committee shall be appointed by the United States of America.

Visa-free travel will be enacted between France and the Kingdom of Sardinia, provided identity documents are carried and all security regulations followed, to promote Franco-Sardinian commerce and tourism.
A cooperative project will be launched between Air France and the Ministey of Transportation of the Kingdom of Sardinia, to allow for regular and daily mail, passenger and cargo seaplane flights between Ajaccio (Corsica), Cagliari and Olbia (Sardinia), and Algiers, with the possibility of future expanding and developing local infrastructure. The venture will be jointly owned between Air France and the Sardinian Crown.

Access shall be granted to French historians and archaeologists from the University of Algiers to visit, survey, record and excavate the ruins of "Port Louis" (alt. "Refuge Français"), located in modern-day Hamburgbukta on the western side of Spitsbergen, the 17th century French whaling station occupied from 1633 and a few years on. Should any human remains be located, they shall be buried properly, using the methods employed by the Dutch Government doing the same in 1908. All research publications are to be given dual translations in French and Norwegian, and made freely available to Norwegian universities.
The scientific findings of the La Recherche Expedition of 1838-1839, an important journey undertaken by Joseph Paul Gaimard into the then-unclaimed wildlands of the Spitsbergen Archipelago, known in French as Du Spitzberg, souvenirs d'un voyage à Bell-Sound et à Magdalena-Bay (1839) and Voyage en Scandinavie, en Laponie, au Spitzberg et aux Feroë pendant les années 1838, 1839 et 1840, sur la corvette La Recherche (1852), shall be translated to Norwegian at the expense of the French Ministry of Culture, and be made freely available to Norwegian universities.
Given the historical successes of the 1908 cruise ship Ile-de-France, and its much-appreciated journey to Spitsbergen and Longyear City, cooperation will begin between the state-owned Store Norske Spitsbergen Kulkompani at Longyear City and the French Ministry of Culture to allow for future tourist cruises between the ports of Africa and Spitsbergen, in regards to mooring conditions, provisioning, and so on. Such cruises shall pay full tolls to the Kingdom of Norway.
The government of the Union of South Africa wishes to formally salute the recent agreements made by the French Empire regarding Sierra Leone. We further offer assistance in helping that country during the delicate but necessary period of transitional governance. South Africa is also willing to lend a hand in encouraging Freetown as a hub for Atlantic trade. Encouraging pan-African trade and travel is in the interest of all Africa - Algiers, Sierre Leone, and Pretoria included.

Franco-Haitian Treaty of Amity
All Haitian state debt to France or French banks is hereby cancelled and forgiven, especially that original debt from independence onwards which was at the current rate expected to have been fully paid by 1947, never to be paid back again under any circumstances.
All indemnities forced upon Haiti by the King Charles X of France are hereby recognized as immoral acts of greed and spitefulness. It is recognized that Haiti owns no, and never should have owned, any debt to France for the confiscation of and damages to the properties of French slave-owning citizens during the Haitian Revolution. It is also recognized that Haiti was unfairly treated by France in this manner. Over the next ten years, to be granted in full no later than 1946, France shall provide developmental aid packages to Haiti to a value of no less than [100 credits], to compensate for the debt payments made by Haiti since the original gold demand was made in 1825.
Once Mainland France is again recaptured, a monument to the great hero of Haiti, Toussaint Louverture, at his place of death at Fort de Joux. Any artefacts or human remains connected to the Haitian Revolution and held in France shall be repatriated.
A Franco-Haitian Cultural Center will be founded in both Dakar and Port-au-Prince, to showcase Haitian culture to French Africa and French African culture to Haiti. Never again shall the two nations be divided by hatred.
During the management of the ongoing Panama Crisis, with the possibility of future renewal, the Island of Tortuga and its facilities shall be made available to the Imperial Armed Forces of France, as a forward base from which to defend Haitian territory and the wider trans-Panamanian commerce, as part of a wider international effort.
