Condemnation of the Romanian Re-Armament and Remilitarization

Whereas, at the conclusion of the Weltkreig, Romania concluded a peace with the Austro-Hungarian Empire and German Empire in the Treaty of Bucharest, and

Whereas, said Treaty stipulated that the regions of Olentiaacross the Olt River should be a demilitarized zone, so as to ensure peace and stability in the Balkan regions, and

Whereas, said Treaty limits the Army of Romania to 45,000 men in its strength, and

Whereas, upon coming into power, the government of Conductor Corneliu Codrenau implemented conscription and has since brought the size of the Romanian Army to 12,000 men,

Whereas, on the 15th of March, the government of Conductor Corneliu Codreanu deployed portions of the Armed Forces of Romania into the region of Olentia,

The below signed resolve the following:

To Condemn the combined actions of Romania under Conductor Corneliu Codreanu as a breach of the Treaty of Bucharest and as an aggressive action, threatening all other countries in the region with the threat of warfare,

To Demand that Romania conduct an orderly withdrawl of its armed forces back across the Olt river and reinstitute the Demilitarized Zone in Olentia over the next four months,

To Demand that Romania reduce its armed forces to that size stipulated in the Treaty of Bucharest over the next year,

To Warn Romania from declaring any wars of agression against its neighbors for the purpose of territorial expansion or revanchism, and

To Guarantee one another in mutual defense in the case of aggressive war by Romania or its allies.

We call upon all other signatories to the Treaty of Bucharest, especially Bulgaria, Hungary and Germany, to sign this Concord, and invite any interested parties to join us in this treaty to oppose the blatant militarism and revanchism of Mr. Codreanu's regime, which threatens to plunge the Balkans into war yet again. Perhaps this time it may stay local to Europe, but it would not surprise us were such an action to again result in a War that far outstripped the boundaries of our continent.

Though geographical and political concerns keep us from signing on to this declaration, the Union of Britain nonetheless salutes the Austrian government in its proactive efforts to combat Romanian National Populism, extremism, and revanchism

Before signing any sort of agreement, we would first like to hear from Romania.

As the Leader of New Romania, I must inform the nations of Europe and the world that the Romanian State will not, under any circumstance, retreat its troops from the Oltenia Region, and furthermore will not lead any efforts to further weaken its own armed forces. Indeed, Romania signed the "Great Humiliation of 1918", known throughout Europe as the Treaty of Bucharest, however as the years have passed many of its clauses have become extremely antiquated, and have shown themselves to be extreme breaches of sovereignty being imposed upon the Romanian State by foreign powers. Romania, as a sovereign state, has every right to move troops as it wishes within its own territory and has the right to expand and maintain its armed forces at whichever level and contingency it wishes. We assure to the nations of Europe that Romania is simply re-establishing itself in the international stage as a sovereign and free nation, with control of its own internal matters. Since the rise of the Legion of the Archangel Michael, we have continued to uphold our responsibilities to the rest of Europe, continuing to engage in trade and especially maintaining the vital oil shipments to the German Empire, we hope that our commitment to our neighbours is seen by the rest of the international community, and we ask to be given the most basic of rights to dictate our internal national policy as we so desire. The times have changed, Romania has changed, and due to that, changes must be made.

Given the response of the Romanian State, we feel that any actions that escalate the situation in the Balkans are unwarranted. Perhaps a renegotiation of the treaty would be better for the region.

We would also like to accuse the Union of Britain of hypocrisy. They are quick to accuse the Romanian State of "revanchism" and "extremism", yet continue to support the Commune of France's policy of not recognizing German sovereignty over Elsass-Lothringen and their support of terrorist groups across the world.

If the Romanian State believes the terms imposed on it via treaty have been unfair, yet does not seek to repudiate them altogether, the Commonwealth would advise it to seek renegotiation of these terms with the concerned powers. As it stands, such unilateral moves send a dangerous message to Romania's neighbors, who only wish for peace and prosperity, as all men do.

The Commonwealth shall therefore join Austria in this measure until Romania has proven it has a desire to act in good faith with the peoples of the world.

We would be willing to consider new talks with all parties if the Romanians are willing to restore the immediately previous Status Quo and remove the military presence from Olentia. Would the Romanians be able to agree to a temporary standing-down of arms in preparation and anticipation of a diplomatic solution to this incident?
