We would like to formally call for a conference to reestablish relations, and to discuss the mutual threat we share in the Mongolians, led by the detestable Sternberg and his bandit lackeys; who have seized not began contesting Qing authority in China, but also have even seized parts of the Transiberian railway.

The governments of the Empire of Japan and of the Russian Republic, having set out to resolve the frequent hostilities between their nations and having come to agreement that both have an equally earnest desire to foster peace between their peoples and an aversion to the continuation of the fruitless series of wars between them, reach the following agreement on this day, witnessed by the Dominion of Canada as a mutually-respected third party:

Article I: Japan and Russia pledge their commitment to a policy of peace and friendship between their nations. They renounce hostile military action as a tool of foreign policy in relation to one another and instead commit themselves to submit disputes between their two governments to the arbitration of a mutually-agreed third party, should negotiations between them fail to achieve consensus.

Article II: Japan disavows any and all recognition of the pretender government in Transamur, recognizing only the Russian Republic as the legitimate government of the Russian peoples, and commits the means at its disposal to aid reconciliation between those rebels composing the ‘Transamur Admiralty’ and the government of Russia.
i. Russia offers amnesty to those guilty of willingly aiding Alexander Kolchak and his ‘Transamur Admiralty’ or of participating in its leadership as officers of Kolchak, on the condition that they swear an oath of loyalty and consent to being denied the ability to hold political office or military commission.
ii. Russia offers Alexander Kolchak amnesty on the condition that he formally renounce his claim of being ‘Supreme Ruler of All Russia’ and consent to spending the rest of his life abroad - residing either in Japan or Canada – and to obeying conditions upon his residence imposed by either nation.
iii. Japan agrees to grant asylum to those supporters of the Transamur Admiralty who chose not to remain in Russia, and to bear the cost of such resettlement.
iv. The territory occupied by the group known as the ‘State of Transamur’ or the ‘Transamur Republic’ is to be restored to the governance and control of the Russian Republic, having never left Russian sovereignty.
v. All property of the ‘State of Transamur’ or ‘Transamur Republic’ is to be returned to the Russian Republic, including the ships of the Russian Pacific Fleet, with the exception of any material provided by Japan to Transamur, which will return to Japan.

Article III: Russia renounces all present and future claims on Sakhalin and the Kuril Islands, recognizing them as the sovereign territory of Japan. Both nations agree to guarantee the free and safe passage of one another’s ships through the Strait of Tartary, Nevelskoy Strait, First Kuril Strait, and the adjacent territorial waters.
i. Japan guarantees the right of passage to Russian ships through the territorial waters and straits of the Kuril Islands.

Article IV: Japan and Russia shall agree to grant one another Most Favored Nation status under international trade law, to facilitate an increase of trade and friendship between the two nations. The governments of Japan and Russia shall pledge to investigate and carry out policies and investments in co-operation, to increase their mutual prosperity.
