FIRST RESOLUTION OF THE FIRST CONGRESS OF THE THIRD INTERNATIONALE
[May, 1936]
The INTERNATIONAL SYNDICALIST WORKING-CLASS MOVEMENT salutes and celebrates the brave example set forth by our faraway brothers in arms across Africa and Asia. Their example mirrors the recent experience of the movement in Latin America, where an inhuman system of colonial war and plunder remained operation for centuries, until the conditions on the ground got so bad that the Indigenous Peoples rose up in Proletarian Democratic Struggle and through the path of Working-Class Libertarian Praxis achieved victory over their Capitalist oppressors, both within and without their own culture.
These Peoples' Victories throughout Latin America come derived from an apt interpretation of the legacy of our common Libertarian Tradition, and beseech us all as members of the Internationale to be allies of the very similar Democratic Liberation struggles throughout Africa, Asia and the Middle East. Always with an attitude of extreme respect towards local Traditions and Culture, as well as a commitment to help recuperate Native Indigenous Language and Art, whose extermination was pivotal to the Capitalist process of war and colonization.
Respect, however, mixed with an apt interpretation of Libertarian Democratic Values so that we might correctly engage in frank discussion with local cultures and discover their unique perspectives on Liberation and thereby correctly associate ourselves with the most specifically progressive element in every situation.

A crisis is brewing in the Iberian Peninsula. Spanish troops, under the direction of the SPanish King, have engaged in brutal suppression of the Confederación Nacional del Trabajo-Federación Anarquista Ibérica. Arrests have been made without just cause and with the clear intent to neutralize the leadership of the CNT-FAI in Spain. All the while the people suffer in growing economic devastation from Black Monday, and their representation stripped by the actions against the CNT-FAI.
Now, that a nation as reactionary as Spain should, under the hand of King Alfonso XIII Bourbon, side with conservative rightist forces to deny the voice of the people in any sort of large scale labor movement is not surprising. The Spanish Kings were the ones to engage in a mass process of colonialism, stripping the wealth of the New World and Africa solely to enrich the elites in Iberia. Even the current King was willing to support the abandonment of any trappings of democracy (insofar as the previous Spanish system could be called that) to support the full fledged dictatorship of Riviera simply because it supported his own personal agenda.
Indeed, we must not forget that the most recent attempt at democracy in Spain was betrayed from without and within, brought down by a cabal directed from Berlin before the Second Republic ever had the chance to prove itself to the people of Spain. Were it not for the actions of reactionary military elements, Spain could have been a shining beacon of freedom within Europe. But now we shall never know what it may have been.
One thing remains clear. The King of Spain and the government of Spain care not for the suffering of their people. The Internationale will not sit idly by as what embers remain of Spanish liberty are ground into the dust under the jack boot of military oppression and reactionary sentiment. The members of the Internationale pledge to do whatever they can to support the CNT-FAI and the cause of liberty and freedom in Spain from persecution and oppression.

In the course of recent years, the nations of the world have been host to a growing trend, one that is disturbing to the extreme in its implications. No one can forget the aftermath of the establishment of the Commune of France and the Union of Britain, but the recent economic crisis has seen the trends and actions of the past repeat themselves.
Across the globe, from Argentina to Moscow, from Tokyo to Munich, oppression has begun again. Political repression, aimed at those who believe in socialist, syndicalist, and left wing ideals. The Internationale has been host to countless stories of arson, families driven out of their homes, activities abducted, tortured, murdered. Sometimes these are random acts of violence, and sometimes they are perpetuated with the approval of local and state governments.
What the world is seeing today can only be described as the onset of ‘White Terror’, a movement to prevent anyone with left leaning sympathies from espousing their views for fear of violent retaliation and loss of life.
Some may argue that this is a good thing, for the supposed threat of those aligned with the Internationale is something that cannot be allowed, lest the events of Paris and the Tarenni Colliery repeat themselves, Yet more often than not it is innocent people who suffer, or those who merely believe that a free political discourse is what helps a society flourish and grow.
The nations of the Internationale will not stand idly by as those who believe in the causes of human liberty and freedom are targeted and brought under the threat of harm for their beliefs. The Internationale hereby affirms that they will do all they can to help combat this ‘White Terror’ wherever it occurs, and that those of the Internationale will serve as refuge for those targeted in their home nations for their beliefs. We will be safe ports in the storm, as we wait for the day to come when the reactionary beliefs that have led to this ‘White Terror’ are swept away for good.
We are stronger together than we are alone, and that is how we shall face down this movement – together.

The presence of Socialism on the Indian subcontinent is one that is new, untested, and faced with many challenges. The colonial legacy of the British Empire has had a significant impact on the development of the people of India, and that is something which cannot be overturned so easily.
However, the rise of the Bhartiya Commune has opened the opportunity for change, a change for the better in India. The Dominion of India clings to the old colonialist order like a security blanket, beholden to far off masters in Ottawa who do not care for the concerns of the Indian people. The Princely Federation is a nation stuck in the past, run by feudal overlords who have proven that they will do whatever it takes to hold on to their power. This previously included cooperation with their colonial oppressors, and who is to say that they will not repeat the same feat if given the opportunity.
Of course some will say that India is not advanced enough and that it is a waste of time to try and nurture leftist thought there. Others will mention the proclamation this body issued earlier, urging the notion of self determination for the peoples of the world, and recognition of native forms of socialism twisted by colonialist narratives. And they would be correct.
However, one must also look at the facts that have been laid out before us. We have seen leftist thought rise across the globe, from centers of industry to the far off farmlands of places like Patagonia. To argue that Leftist thought cannot be nurtured in places such as India is folly. Meanwhile, the people of India should be allowed to express self determination, a self determination they are denied by a regime that clings to colonialism and foreign dominance, as well as another that is dominated by a cabal of reactionary nobles who suppress their people for their own profit.
There is no choice then, but to continue the struggle and to show the people of India that there can be a better way. The violence that has plagued the Commune is unfortunate, but reactionaries must be combated wherever they are found in order to safeguard the gains that have been made for the people of India. And in that pursuit, to bring freedom from the chains of feudalism, colonialism, political suppression and economic inequality, the workers of the world will do whatever they can to support the blossoming flower of socialism in India

[May 1936 (Before US Presidential election)]
America stands at the precipice of a great change. Syndicalism is poised to win great electoral success, no matter the outcome of the presidential election. The International supports the continued action of the Combined Syndicates of America as they work within the democratic system. As long as the democratic system remains free and open to the party of the workers, the International supports the democratic praxis.
America's unique history provides it with a unique representative of the working class. The absence of a landed elite outside of the Antebellum South and the ease of migration by its internal population all provide America with characteristics that differentiate it from Syndicalism abroad. Syndicalism orthodoxy must adopt to the local nature of each society. The International supports the existence of "Syndicalism with American Characteristics" as a legitimate part of the international.
Finally, the International notes with concern the growth of the Authoritarian America First Party. The party seeks to continue an exploitative and racist way of economic production, more vile than the current economic system. The International views the party's growth as a manifestation of the internal contradictions inherent in Capitalism. Such reactionary and regressive forces must be opposed by all workers of the world.
