Leaving cover, Taskmaster knows the second set of shooters will be more careful, and so he uses his momentum to hoist and spin. The showy flourish would look like he was about to throw the shield, at which point the enemy generally opened fire. Rather than let go of it, Taskmaster drops into a crouch behind it, holding it far from his body as he ran to the next point of cover.
He needed a weapon, his own or otherwise, if he was going to fight. He'd have to search the area quickly, as the first round of shooters would be prepared again. Any nearby bodies or wreckage where his equipment might have ended up, or that Fury might have dropped.

As planned when Taskmaster dropped to his knee behind the shield the two approaching cops opened fire.
As they trained their Glocks on the shield Taskmaster scanned the his area. No weapons in sight. He'd have to use the shield as his weapon. As he looked back both of the the approaching cops were dropping their magazines and in the middle of a reload.

First, a message over the radio: "Fury is extinguished, but I lost the rocket. Any chance any of youse have a cleaning crew on the way?"
This throw was slightly high, and easy to duck. It wasn't aimed at the reloading shooters, though, but at a spot behind them that would ricochet and hit them hard on the way back. He'd have to rely on the bounce working, and run at full speed to retrieve it with a handspring in order to use it to dispatch the second shooter before he could reload.
