Fellow Senators, I supported this bill, I really did. I supported it's intentions, the effort that has been put into it, the time spent on it. But time has passed, events changed, and as we go to confront this Bill once more, we find it with a nation angry, angry at the Administration, and looking for responsible governance.

Now, I wish I could say that I could continue to support this Bill, and in a perfect world, I would. But we do not exist in a vacuum, and we must consider the situations around us. The Haitian Papers have thrown into question the intentions of the Administration, and other events that have taken place must reflect on this bill as well. I do not wish to oppose it, but I cannot, in good conscience, move forward with it. Perhaps in the future, once things have resolved themselves and settled down, but now is not the time
