League of Nations Humanitarian Mission to Spain

League of Nations Humanitarian Mission to Spain

UNION OF SOVIET SOCIALIST REPUBLICS

Members of the League!

As all of us know, since the middle of July, a terrible civil war has engulfed the peaceful Spanish Republic. As a antion that has faced similar challenged in the past, our country greatly relates and symphathizes with the Spanish cause. Following the great October Revolution of 1917, the Soviet State was forced to fight through 4 years of bloody, internal conflicts, where reactionary, monarchist and counter-revolutionary forces gave in all their efforts to destroy the workers state. Naturally, given the strenght of the Soviet proletariat and the guiding of great leaders such as Comrade Lenin and Comrade Stalin, the people's enemies were defeated and the Union of Soviet Socialist Republics was established in Russia.

We all know the story of the revolution, and that of the civil war that followed it, yet most people tend to forget perhaps the greatest victim of this conflict: The common man. It is an unfortunate yet unavoidable fact that during times of war, especially internal, civil ones, the people, such as the factory worker, the peasant, the labourer and the craftsman tend to suffer the most. Their homes are destroyed, their clothes are ragged, their stomachs starved, all as consequence of the brutality of war.

Regardless of political allignments, the Soviet Union, seeing the current situation developing in the Spanish Republic as a situation very similar to the one that it faced 15 years ago, feels great empathy towards the common people of Spain. Those found on both sides of the frontlines, either under the protection of the Madrid Government or under the rule of the rebel forces, have suffered immeasurable amounts of harm due to the ill-comings of war.

Thus, it comes to the time of our question to this body. Does the league not feel responsible for the people of Spain? Does this body not feel empathy for the horrors faced by the common Spaniard? Delegates, the civil war in Spain is not a matter for this body to discuss or decide upon, as all our respective nations hold our respective views on which side is the righteous one and which side is the legitimate force of Spain. However, while we have no say in the political future of Spain, perhaps this body can do something, some small good, for the people of Spain.

If the representatives of the Republic of Spain were to allow such action, the Soviet Union would like to propose for the establishment of a humanitarian mission to Spain, headed by the league, that would aim at distributing food, clothes, blankets, medical supplies and other materials to the Spanish civilians trapped in the battlefields across the nation. If they hold any sort of human dignity and integrity whatsoever, perhaps the rebel leadership would also allow for such aid mission to take place in the provinces under their control, for as we said, such a mission is not an ideological one, but one aimed at aiding the people of Spain, whatever side of the frontlines they be on.

We would like to hear what the other members of this body would have to say regarding this matter before an official proposition is done, for the Soviet Delegation would enjoy if such mission was planned collectively, rather than just by one member.

Solidarity with Spain! Long live the people!
My hat on the side
Dragging clog
Scarf around my neck
Razor in my pocket
I'm swinging by
I tease and challenge
I'm proud to be such a scoundrel

The aim outlined by the Soviet delegation here is a laudable one, and we must come out in full support of it. Regardless of our views on the political future of Spain, it must be agreed that the suffering of the average Spaniard must be minimized, whatever the state of the government. We would agree to and fully support the implementation of and participation in a non-partisan relief program, whereby ALL civilians would be cared for and given the resources they need to survive in such turbulent times.
Not actually an ancap, thank God.

We find ourselves nodding in support of the Spanish Delegation. It is only right for our respectable body, comprised of the leading nations of Europe and elsewhere, to give aid to the people of one of our members in a time of strife.

For a nation cannot be a nation without its people; we must support them with all that we have.

So long as the mission is non-partisan in nature, we absolutely support this laudable idea. Regardless of ones political alignments on the matter, it is no secret that the people of Spain will suffer greatly from this civil conflict. It would only be appropriate for the league, if nothing else, to propose a humanitarian mission to the Spanish people so that our European brethren do not suffer needlessly.

This has our full support.

Julio Álvarez del Vayo
Delegate to the League of Nations

The Spanish Republic was founded on, lives by the code of, and will die without fear for the sake of the shared humanity of every man and woman within our borders. While we have raised issue in the past on the nature of aid going into rebel territory -particularly its emphasis on the unilateral sale of such goods, many of which can be qualified as war materials- we are not the monstrous Bolsheviks our foes make us out to be. The Republic stands for life, liberty, and brotherhood, and today our Soviet friends demonstrate their belief in these key concepts admirably. The fascists are at our gates, friends, but just as we have promised that they will not pass, the people of Spain will not starve because of the despicable actions of a few traitors.

We support this motion wholeheartedly, therefore, in both the spirit, one of non-partisan humanitarian action without the motive of profit, and the letter, which provides the international community the means to ensure that if war must come to Spain, the people of the rightful Republic will not suffer. The League has our support and endorsement for this measure, as well as our thanks.
